Consumer Watchdog says oil companies are manipulating the gas market in California by keeping inventories low, driving prices artificially high. Crude oil prices are so low and the rest of America is enjoying that. However, Californians are getting gouged because the oil refiners have chosen to keep us running on local inventories and they're taking advantage of the situation to make huge profits by keep us running on scarce circumstances.
